Article 1: Preamble
We the cities of the Guru Order, in order to provide common defense, promote the general welfare, and protect the rights of the cities of the Guru Order thereof, do establish the Guru Order Charter.

Article 2: Classes of Citizens
The Guru Order's members will be divided based on their credentials in the clan for easier governing. The initial class that they are assigned upon joining the clan can be subject to change by their own will, and have the ability to advance or regress.

Ward - Any city which has properly registered on the Guru Order forums, complied with all the prerequisites found when submitting an application, and have been accepted by the forum administrator is deemed a Ward. They are allowed to partake in general clan activities. Two months has been given to them to graduate to the next class before being removed from the government.

Guru - Any city successfully completed a progression deal and submitted a Graduate Application Form may be considered a Guru. The Guru has open access to a new government section previously unavailable to the Ward: The Guru Assembly. Gurus are allowed to become official diplomats to other clans and have the ability to become an official recruiter for the Guru Order. Gurus are allowed to apply for deputy positions in the government.

Master - Any city which has been involved in the Guru Order clan and has posted no less than 50 times in the Guru Order forums, which also has held a deputy position in the government, has actively participated in the Guru Assembly, and submitted a Master Application Form may be considered a Master. The Master has open access to a new government section previously unavailable to the Guru: The Master Assembly. Masters are allowed to apply for lead positions within the government.

Article 3: Government Structure
The Guru Order has been segmented into separate sections each having their own responsibility that will unite to create one cohesive structure. Unless explicitly iterated, each government position is held for one month before elections occur and new cities may assume government positions.

Guru Grand Council
The Guru Grand Council is a triumvirate consisting of SnakeDoc, Wickes, and Bauer. They shall be the overarching leaders of the Guru Order. The positions are to be held permanently. The power vested in the Grand Guru Council:
-Supreme administrators of the Guru Order forums
-Has the right to make changes to the Guru Order Charter
-May veto the decisions made by the Guru Assembly and Master Assembly respectively

Guru Order Master Assembly
The Master Assembly shall be composed of all current Guru Masters within the clan. The Master Assembly is to meet every day. It exists as an advisory body to the Guru Grand Council. It will be lead by the Representative Master. The Master Assembly shall have the power to:

-Lobby new policies to the Guru Order Charter
-Lobby for amendments the Guru Order Charter
-Has the right to veto new policies passed by the Guru Grand Council

Guru Order Guru Assembly
The Guru Assembly shall be composed of all current Gurus within the clan. The Guru Assembly is to meet the first week of every month. It exists as a government structure where Gurus may gather and discuss current issues of the clan. It will be lead by the Representative Guru. The Guru Assembly shall have to power to:

-Lobby new policies to the Guru Order Charter
-Lobby for amendments to the Guru Order Charter

Guru Order Government Positions:
All lead government positions require the title of Master. All deputy positions require the title of at least Guru.

Representative Guru
This position is given the authority to gather together every Guru on the first week of every month for the Guru Assembly gathering. He is responsible for monitoring the Guru Assembly forums section and will pass all current debates to the Guru Grand Council.

Representative Master
This position is given the authority to monitor the Master Assembly forums. He is to relay all relevant debates to the Guru Grand Council.

Elder of Ale - Internal Affairs
1) Is responsible for the Education and Recruiting Forums
2) Assists members in registering on the Guru Order Forums and IRC
3) Archives new member applications to the Recruitment lists
4) Keeps track of the Members List and notifies the administrators of any deletions
5) Responsible for the war program and military readiness

Elder of Bud - External Affairs
1) Is responsible for any matters involving other clans
2) Is responsible for maintaining the internal and external embassies of the Guru Order
3) Is responsible for the official diplomats of the Guru Order and encouraging diplomatic activity
4) Monitors foreign activities on the Global Forums

Elder of Wine - Finance
1) Ensures cities receive their aid payments on time
2) Responsible for Academy progression deals
3) Responsible for updating Team list and assigning members
4) Responsible for the Trade guilds
5) Helps donators find new buyers and makes sure payments go smoothly
6) Monitors for suspicious aid transactions

Deputies exist to help out their respective government leader. There will be a total of four deputies, each to help each Elder.

Article 4: Military Command

In the event of a large-scale war, the Guru Order has been segmented into different regiments for a more efficient and effective response.

As of March 26, 2011, the Guru Grand Council will give out orders concerning wars.

Article 5: Policies

Inter-Clan Aid
All aid transactions must take place with the knowledge and consent of Guru Order Leadership. All cities are required to seek permission from the Elder of Bud whenever sending aid to a city outside of the Guru Order, including progression deals.

Attack Policy
Attacking an aligned city for any reason is strictly prohibited. It is forbidden to attack another city while in a progression deal. Although the Guru Order allows attacks on un-aligned cities, it does not condone members to attack unaligned cities. The members who choose to do so are at their own risk and will not receive financial support from the Guru Order.

Public Behavior
Members of the Guru Order are forbidden to display abusive or disrespectful behavior anywhere within the scope of Lord Empires. Including their city profile, another clan's forums, the Guru Order Forums and the Lord Empires Forums. Any city that violates this policy will be reprimanded.

Activity Regulation
GO members must constantly show a level of activity to be considered part of the clan. If anyone leaves or does not visit the forums for over 30 days without prior notification will be considered inactive and will be liable to losing their status within the clan.

Punishment
If any city chooses to violate these policies they will go before the Guru Order court system and will be temporarily stripped of clan affiliation. More information may be found in the Guru Order Court System forums section.
